Firstly, you were right, it is called VCE in Victoria. You can actually study Spanish as a VCE subject. If you log onto 3w.vcaa.vic.edu.au/vce/studies there is full list of subjects available. Not all schools offer every subject, but you can find out from the Education Dept or your local school which school offers the subjects you want. You may even be able to do it through Distance (off campus) study.
Also the state run Council for Adult Education offers short courses and certificate courses. Log onto and follow the prompts to their Short courses (catering for all levels of learning) or Accreditted courses.
As far as tutors are concerned, there will be many. Maybe there is a Spanish Association you can contact. Or you could ask your school when you start there.

Don’t worry about the availability of tutors. Worst case scenario: get an online tutor. Then you can have a worldwide choice of tutors. Try sites like:
(1) - tutoring by retired teachers and volunteers (free)
2) - tutoring by professional tutors (not free)
3) … and many more (use search engine!).
Think outside the box and you’ll have more options. Good luck!
